The City of Fremont offers loans of up to $40,000 to income eligible first time homebuyers for down payment assistance (Welcome Home and Welcome to the Neighborhood programs). Additionally, the City also has an Inclusionary Housing Ordinance through which homes are offered to income eligible first home buyers at a below market price (Moderate Income Homeownership program).
